What is the amendment and the reason that congress must wait for an election before a pay raise takes effect?

The reason behind this amendment is that it doesn't give congressmen the freedom to raise their own salary as much as they want, and it also prevents the president from giving a raise in order to buy votes in the Congress. So, in the end, the population have the choice to decide if a congressman deserves a raise or not when voting for their senators and representatives.
