    Universal education promotes the principle that everybody deserves an education and regardless of its race, sex or nationality, they should have equal access to an education opportunity. Universal education implies that all children have the obligation to go to school, to elementary school, and to secondary school. Their parents do not need to pay for the education of children at these levels.
